Andolana welcomes the report of the Karnataka Panchayat Raj Act Amendment Committee, 2014
The Concerned for Working Children (CWC) welcomes the Report entitled ‘Path to Grama Swaraj’ being brought out by the Karnataka Panchayat Raj Amendment Committee. The State Government recognising the need for strengthening local self governance, under the leadership of Shri H K Patil, the Honourable Minister for Rural Development and Panchayat Raj, with the endorsement of the Chief Minister, Shri Siddaramaiah, had set up the Karnataka Panchayat Raj Amendment Committee with Shri K. R. Ramesh Kumar as Chairperson for the purpose of recommending amendments to the Karnataka Panchayat Raj Act, 1993. Nandana Reddy, Convenor of the Karnataka Grama Panchayat
The Committee has found that the Karnataka Panchayat Raj Act of 1993, has been made ineffective through multiple changes that have diluted the concept of decentralisation. The institutions have been reduced to play the part of ‘delivery agents’ of State and Central schemes. The Committee makes detailed and path breaking recommendations in this report in order to re-instate the spirit of Swaraj and the 73rd Amendment within the framework of the Constitution.
